UPPoC acknowledges that new technology
creates the opportunity to allow citizens contact with
democratic institutions on a more frequent basis. UPPoC will
take steps to allow better communication through the means of
referendums and polls.
UPPoC supports the CBC as primary and
historical cultural center of Canadian culture and is
dedicated to expanding its funding.
Senate will be abolished due to its long
standing patronage nature, cronyism and perceived (and real)
irrelevance. Senators will be dismissed with their current
pension system and no new senators will be appointed. The
building should become a museum dedicated to Canadian culture.
UPPoC supports the principle of free
healthcare for everyone while acknowledging that the tax
supported system is inadequate to fund the current growth
rate. Change is needed. All Healthcare decisions will be left
to the provinces and Ottawa will only provide its fair share
of funding (passing greater share of the tax base to the
provinces) and enforce the principle of "free access for
everyone". This may take form of an insurance co-payment
system supplementing whatever inadequacies the provinces may
have or even up to usage of the non-withstanding clause in the
constitution of Canada to order the take over of the
provincial healthcare system in order to correct whatever
inequalities may exist. Each province will be required to have
a referendum at the beginning of major change to the
healthcare system. Results will be enforced by Ottawa.
Federal Tax rates will be frozen at its
current rate and adjusted by inflation only. UPPoC will strive
to maintain a surplus during positive GDP growth and a deficit
during GDP decline according to the common sense of economics.
Potential deficits and surpluses will be capped at 5% of the
budget. Any surplus over 5% will be dedicated to National Debt
repayment. Deficits over 5% will not be allowed and UPPoC will
resort to cuts in services in order to maintain this balance.
The Financial Statement of Canada will be audited by a major
Accounting firm each year and the report will be binding on
Ottawa in law.
The principles of Pierre Trudeau will be
respected. The Government of Canada has no business in the
bedrooms (and houses) of its citizens. The anti terrorist laws
passed hastily after Sep.11 will be revoked. UPPoC believes
that the constitution of Canada already provides the proper
balance between the rights of citizens and the security of the
government. Soft drugs for personal use will be legalized.
Hard drugs will be taken out of the criminal code and the
disability act will protect hard drugs users in order to
provide medical healthcare without fear of prosecution.
Individual municipalities (not provinces) will be allowed to
decide through democratic means how to either allow or
restrict both access and distribution but not possession. As
per final decision of the Supreme Court gay marriages will be
passed into law. National Gun Registry will be maintained.
Fire arms of any type will be banned from municipal areas
however individual municipalities have the right to change the
law provided democratic means are maintained. Rural areas will
maintain the current legal right to posses firearms. Hand Gun
possession will be banned. UPPoC believes that handguns
represent violence and serve no purpose in a civilized
society. Historical guns will be allowed but will have to be
registered. The government will attempt to purchase all
handguns of historical value at fair market prices. Handguns
sales and import of any firearms will be banned. Export of
ammunition, firearms and/or any other type of weapon to
undemocratic nations will be banned.
The current tax system will not change.
UPPoC will establish a National institute
for New Energy Research and Conservation. The principal of this
organization will be to develop new energy sources to wean
Canada off of fossil fuels. At the same time Canadian Owed Oil
Industry will be provided with Research Capital to seek new
potential oil fields. UPPoC acknowledges that Fossil Fuels are
de facto the money making natural resource of Canada and this
resource should be used to profit Canada at the same time as
new energy resources are sought.
The budget of Canadian Armed forces would
not change, however the resources would be re-directed towards
Peace keeping roles. This would involve closing some bases and
expanding others. NATO preparedness would no longer be the
priority of Canada. The priority of Canadian Armed Forces will
United Nations Peacekeepers. The events of and after the
September 11, 2001 prove the necessity for an alternative
means of Security Guarantees other than the might of US Armed
Forces. Canada is in a position to re-capture the lead in
World Peacekeeping given the historical trust of wide variety
of governments. UPPoC would not support the establishing of
Intercontinental Defense Systems as proposed by USA.
